Non-Liability of the Network


Description

The Internet allows billions of people around the world to connect, share information and interact with each other. However, not everyone has good intentions, so online scams and cybercrime have become an increasingly common reality.

The Internet's structure follows the principles of net neutrality, so providers must not discriminate traffic based on content, origin, or destination. This approach protects user privacy and freedom of expression. But what happens when Internet resources are used for illegal purposes? Who is responsible?

Non-liability of the network means that responsibility for such acts lies with the individuals or entities responsible for these actions, not with the access or transport providers they use. Thus, if requested by the courts, providers must help identify the origin of illegal content, and the author of this content will be punished. This is one of the ten Principles for Internet Governance and Use developed by CGI.br, the Brazilian Internet Steering Committee.

As such, non-liability of the network has become an important principle that helps to maintain balance on the Internet. By ensuring that responsibility for illegal online actions falls only on those who commit these acts and not on the network itself, providers can focus on evolving their networks and improving their services, while preserving the core principles of defending freedom, privacy, and respect for human rights.

Description 
In the first scene, several people, including a hacker, connect to the Internet through a provider. At the top of the screen, there is a text that says: “The fight against illegal activities online must target those responsible for the actions”. Some people disappear from the screen and only the attacker and a young man using a cell phone remain. The text continues: "not the access and transport providers".

In the second scene, the attacker begins sending malicious emails to the man. The text changes to “Providers are not responsible for the actions of their users”.

The attacker continues sending emails. A police officer appears. She walks past the man, through the cloud, and reaches the criminal, who she arrests. The text then reads “This is the principle of non-liability of the network”, “one of the principles of the Internet in Brazil”. The man claps his hands.
